blinkers won't work when the headlights are on

My rocker panels on all 4 doors are rusted. I notice this on every Buick Century 2002 that I see.
Are there any thoughts/ideas about reaching a solution to this problem? Appears to me to be defective & an issue that GM would offer to repair at no cost?
