Question: How are recalled parts initiated?

Recently I discovered on my 03 Honda Pilot that the internal lens that covers the brake light inside the rear passenger side tail light has fallen off. I didn't have any impact on that side from the outside, or the inside. I don't have any aftermarket subwoofers installed. Everything is stock. I had a Honda tech inspect the tail light, and he was just as baffled as me. Conclusion was no solution, besides replace the whole tail light ($176). Everything still works - even the lens itself isn't broken, nor the tabs themselves that snap fastens the lens to the interior unit. The reason for my question also, only one day later as I was driving I noticed another 03 Pilot with same exact issue on their vehicle. I recorded it. How do I bring attention to this issue as a recall part?
